This has got to be the wackiest-looking plane I've seen in some time. First mention of this particular aircraft is a photo of a model in the latest issue of Finescale Modeler.
I can find little if anything on this subject...

While I appreciate the accolades from the post, you may have noticed that Romantic Technofreak (RT) actually made the post with the links. All I did was to identify it and give the technical specifications. RT usually delves into the details with a true enthusiasm. He's a real researcher.
About the subject aircraft, to me it doesn’t look any worse than a few other observation oddities, such as:
1) Curtiss SO3C-3 Seamew
2) Curtiss-Wright O-52 Owl
3) Dewoitine HD 730/731
4) Focke Wulf FW 189
5) Heston JC.6 … just weird!
6) Letov S-50
7) LWS.3 Mewa
8) North American O-47 (very close to the Ar.198)
9) Praga E-51
10) Rogozarski R-313
11) Siebel Si 200
12) Yokosuka R2Y
