The 1932 Geneva Disarmament Conference proposed limiting aircraft tare weights to 3 metric tons (approx 6,300lb), how was that weight decided on?

I'd think it probably had some relationship to the weights of aircraft then in service.

I do know that one of the arguments for geodesic construction in the Wellington was because it allowed for a very light airframe that stood a chance of producing a practical bomber within the weight limits.
